SEOUL, SOUTH KOREA - DILG Region 02 personnel successfully bagged the Best Practice Award which bested the 16 paper presenters and edge out other teams in their manuscripts during the International Association for Public Human Resource Development (IAPHRD) 4th International Conference on April 11, 2018 at the Sungkyunkwan University, Seoul, South Korea.

After a thorough blind review and evaluation by the Committee for the Abstract and Full Paper entitled “Seal of Good Local Governance (SGLG): The Blueprint in Defining and Directing Department of the Interior and Local Government (DILG) Region 02 Programs, Project and Activities (PPAs) Implementation and Service Delivery”, the paper proposal was accepted and advanced to the next level of presenting it to The International Arena.

With the theme Advancing Strategic and Humanistic Public HR Governance for Innovation and Public Value, the IAPHRD conference sought high-quality theoretical and empirical studies that may address the topics on public HR practices, reform and innovation, strategic HRD, organizational humanism, public value, and other public management studies with innovative methodological approaches.

Paper Presenters for Session 2 : Human Capital innovation and Local Governance (Philippine Special Session)

As champions in the field of public administration, the author LGOO V Maybelle E. Anog, and its co- authors LGOO V Kelinda A. Vidad and LGOO VI Ricarte M. Castro took the opportunity to present DILG Region 02’s initiative which focuses on the Seal of Good Local Governance utilization and analysis enabling the team to develop its paper used as the blueprint in guiding the agency to manage its resources (both financial and human resource) and setting in place interventions relevant to improve and systematize organization- both intrinsic and extrinsic approaches.

This paper is a result of DILG R2’s intent to maximize the SGLG results to come up with responsive interventions relevant to the needs of the LGUs thru policy formulation and provision of appropriate technical assistance.

During the international conference, said DILG Region 02 personnel promoted the SGLG Program as an effective mechanism of the Department in improving the landscape of local governance and creating champions among local government units. Moreover, the Seal has been a platform for the region to further enhance its #R2GETHER working principle to effectively align and synchronize its efforts the LGRRC Way: Connect, Converge, Convene.

With this commendable achievement, SGLG has successfully paved its way in an international ground and proves to inspire not just concerned stakeholders and local government units in the country but international development partners as well.

Awarding of Certificate of Appreciation for a successfully presenting the team’s paper proposals

Representatives from eleven (11) Countries attended the Conference namely: South Korea, Haiti, Rwanda, Ecuador, Tanzania, Bahamas, Cambodia, Nepal, Mozambique, Lao PDR, Indonesia and Philippines. Among the 16 presenters in parallel sessions, 7 paper presenter represented the Philippines. The international event was also participated in by foreign students of the Sungkyunkwan University and MPA students of the Isabela State University under the CLCGi Customized course.

The DILG Region 02 Team stormed this global competition by managing to present high impact research paper to continue inspiring LGUs to gradually attune with the standards of the Seal and ultimately become champions of good governance.
