Four students from the University of St. Louis Tuguegarao proved that IT Programmers are the new marvels of modern day science as they developed an efficient and user-friendly Human Resource Information System for the DILG.

 

The final presentation of the system happened on January 30, 2017 at the DILG RO2. It was presented by a team composed of Gilchrist Cuzzamu, Julius Mendoza, James Matote and Jelly Anne Cruz, all BSIT4 students and facilitated by the Information Systems and Technology Management Unit headed by the Regional Information Technology Officer, Feliximar Cabatbat, Mr. Carlos Babaran Jr. and Mr. Jeremiah Pacay.

Guests from USLT were also invited in the event as consultants in the system analysis of the HRIS. Professors present were Ms. Marife Tibule (OJT Coordinator), Diane Jenalyn Datul (Capstone Adviser) and Mr. Sander Sedano (ITE Program Chair).

In 2016, DILG Regional Director John M. Castañeda conceptualized a project to automate all manual operations of the department. It was observed that almost all divisions use manual processes in performing day-to-day transactions and operations. The Human Resource office which handles loads of paper works has been facing problems with regards to the management of these data. It was just December last year when this plan was put into action. The footsteps of this project began with the creation of the HRIS. The system was initially presented last January 20, 2017. It was attended by Ms. Jerlyn Garan, the HRMO who checked the processes and looked for some improvements of the system.

The HRI system aims to improve manual transactions such as data management and the storage of tangible files. With DILG using HRIS, the Human Resource office will minimize paper works. Some of the system’s advantages include systematic data management, faster processing of information, increased work productivity and improve file security. The system is also equipped with backup and recovery support. The main features of the system include PDS Profile Management, Service Record Management and Leave Management.

The Human Resource Information System will be turned over to the DILG Regional Office No.2 on February 27, 2017 and is expected to be utilized thereafter.
