As the Local Governance Regional Resource Center Manager of the Department of the Interior and Local Government Regional Office 02, Atty. Odilon Luis Pasaraba, CESO V is a Knowledge Management (KM) Champion who has the ability to articulate and harmonize complex situations and challenges and passionate for public service- both in and out of the office.

These qualities, among others made him qualify to be one of the participants to the training course on Knowledge Management and Innovation for Local Government Authorities in Tehran, Iran on August 26-30, 2017.


Atty. Pasaraba, a sole Filipino representative joined the other 20 participants from different Asian Countries and ten (10) observers from Iranian Government to the activity which was managed by the Asian Productivity Organization (APO), in partnership with the National Iranian Productivity Organization, Ministry of Energy of Iran and the Institute for Energy and Hydro Technology (IEHT), a private sector.


The LGRRC2 Manager shared with the Iranian observers and participants from Bangladesh, Cambodia, India, Indonesia, Malaysia, Nepal, Pakistan, Republic of China, Sri Lanka, Thailand and Vietnam the topic: Strengthening Local Innovation and Governance Through Knowledge Management: The Local Governance Resource Center (LGRC) of the Philippines. He explained thoroughly how Knowledge Management works as the core process that integrates the department and community’s local governance knowledge, tools, resources and facilitates convergence of processes, as practiced in his home region, Cagayan Valley.


In his presentation as a Filipino KM Champion, he highlighted the Seal of Good Local Governance and Local Governance Innovative Solutions Bank, two of the department’s customer-and incentive-driven programs which obviously used the overarching LGRC principles of Knowledge Management, Multi-stakeholdership and Convergence.


In his After activity Sharing of Knowledge (ASK) with the LGRRC2-Multi stakeholder Advisory Council members, Regional Office personnel and Provincial LGRC focal persons today, he said that that the aim of the department to be a Knowledge Centric Organization will be realized sooner as we put our efforts together in growing with a Knowledge-based economy.


This young Assistant Regional Director believed that he accepted the challenge of championing this good practice to DILG Central Management by perfecting this first at the region.
