
Aiming at developing a pool of competent trainers from partner agencies and learning institutions, the Department of the Interior and Local Government Region 02 (DILG R2) under the leadership of Regional Director Agnes A. De Leon, CESO IV conducted Operation L!STO: Training of Trainers on the Formulation of Enhanced Local Climate Change Action Plan (elCCAP) FY 2025 on February 26-28, 2025 at the NGN Gran Hotel, Tuguegarao City, Cagayan.
The three-day training was facilitated by the Local Government Capability Development Division headed by Ms. Elsbeth T. Maralli, and attended by partner NGAs and LRIs from DOST, DENR, DHSUD, NEDA, CSU, NVSU, and QSU. The ToT covers a wide range of topics, which include: (1) Climate and Disaster Risk Assessment, (2) Greenhouse Gas Inventory and (3) Planning and Budgeting and Monitoring and Evaluation.
Meanwhile, DILG R2 Assistant Regional Director Elpidio A. Durwin, CESO IV, encouraged the participants to recalibrate efforts in lowering our green house gas emission to mitigate the effects of climate change. He also extended his gratitude to the participants for sharing their expertise and inputs for the improvement of the modules of eLCCAP, and the training team for the successful conduct of this program.
The three-day training is funded by the Local Government Academy and facilitated by DILG Region 02 through the Local Governance Regional Resource Center (LGRRC) Cagayan Valley.
The LCCAP is a local plan that focuses on adaptation and mitigation actions of LGUs intended to deal with the effects of climate change and incorporate them into local development plans. This plan highlights LGUs’ priority program, projects, activities, and necessary legislative measures that are geared towards mitigating and adapting to climate change based on the results of Climate Disaster Risk Assessment (CDRA) and Greenhouse Gas Inventory (GHGI).
