In support to President Ferdinand R. Marcos Jr.’s call to eliminate gender-based discrimination and advance women’s rights, the Department of the Interior and Local Government (DILG) recognized sixteen (16) of its regional offices for exemplary performance in gender mainstreaming under the Gender and Development (GAD) Seal Certification Program.
The GAD Seal Certification is the Department’s flagship initiative to institutionalize gender-responsive governance.
The GAD Seal features a three-tier recognition system — Gold, Silver, and Bronze — based on performance. Regional offices must earn at least 70 points to qualify. Those scoring below this benchmark are not certified.
Among this year’s top performers, DILG Region II earned a Gold Award, affirming its strong commitment to gender-responsive governance. Regional Director Agnes A. De Leon, CESO IV, received the award on May 7, 2025, on behalf of the region during the official awarding ceremony.DILG Regional Directors and Central Office Officials
Region II joins four other regional offices in achieving the highest level of certification under the 2025 GAD Seal program.
This prestigious recognition not only reflects DILG Region II’s unwavering dedication to gender equality, but also sets a powerful example for other regions to follow. By championing inclusive policies, empowering women, and mainstreaming gender perspectives in governance, Region II reaffirms its role as a leader in driving transformative, people-centered public service—proving that true progress is rooted in equality, justice, and inclusivity.
