NAGUILIAN, ISABELA — The Municipality of Naguilian held an inauguration and turnover ceremony for its FY 2024 Seal of Good Local Governance Incentive Fund (SGLGIF) project on June 18, 2025. The fund was allocated for the Concreting of Access Road at the Sanitary Landfill located in Barangay San Manuel.

The event was spearheaded by incumbent Mayor Juan R. Capuchino and Vice Mayor Isidro Acosta, Jr., with the full support of incoming Mayor Edgar R. Capuchino, members of the Sangguniang Bayan, LGU personnel, and other stakeholders.

The Department of the Interior and Local Government (DILG) was represented by Regional Director Agnes A. De Leon, Isabela Provincial Director Corazon D. Toribio, Cluster Head Cristina B. Somera, Municipal Local Government Operations Officer Hazel A. Pablo, and staff from both the Regional and Provincial Project Development and Management Unit (PDMU).

In her message, RD De Leon emphasized that the successful completion of the project reflects the LGU’s commitment to meeting community needs, particularly in enhancing access to proper solid waste management. She also noted that the newly concreted road segment supports the improvement of the Core Local Roads and Bridges network.

Mayor Capuchino expressed pride in the accomplishment, highlighting the project as a symbol of Naguilian’s dedication to good governance and transparency. He emphasized that the initiative represents a shared effort to uplift the quality of life for the town’s residents.

The ceremony concluded with a ribbon-cutting, the unveiling of the SGLGIF marker, and the formal signing of the certificate of turnover and acceptance by Mayor Capuchino, RD De Leon, and PD Toribio.

It is worth noting that this recent project builds upon a similar undertaking in 2024, where the LGU also utilized the FY 2023 SGLGIF to concrete a portion of the same access road.
