
LAL-LO, CAGAYAN — In an effort to spark hope and transformation in the lives of drug surrenderers, the Municipality of Lal-lo utilized its FY 2023 Seal of Good Local Governance Incentive Fund (SGLGIF) for the construction of the Balay Silangan Reformation Center in Barangay Magapit, which was inaugurated earlier today, June 19, 2025.
The inauguration was led by Vice Mayor Maria Olivia B. Pascual on behalf of Mayor Florante C. Pascual, together with members of the Sangguniang Bayan, municipal functionaries, barangay officials, uniformed personnel, and other stakeholders.
Also present were Department of the Interior and Local Government (DILG) Cagayan Provincial Director Marieta F. Abalus, Northern Cagayan Cluster Head Luis E. Udanga, OIC-Municipal Local Government Operations Officer Alyza B. Layson, and staff from both the Regional and Provincial Project Development and Management Unit (PDMU).
In a message delivered by a representative of Regional Director Agnes A. De Leon, it was emphasized that the newly constructed Balay Silangan stands as a testament to Lal-lo’s commitment to supporting, training, and counseling drug surrenderers—empowering them to live lives of dignity and purpose, while safeguarding their families and the broader community. This vision aligns with the DILG’s mission of building a safe and drug-free nation.
PD Abalus echoed RD De Leon’s message by congratulating the local government and project team behind the successful construction and the staff who will oversee the facility’s operations.
Speaking on behalf of Mayor Pascual, Vice Mayor Pascual described the facility as a lifeline—offering reformists a renewed opportunity to become productive members of society. She added that the center plays a vital role in building stronger families, safer streets, and a future where everyone can find a “house of hope” and a “home for healing.”
The Balay Silangan facility measures 12 meters by 10.05 meters and includes a Recreational Area, Clinic, Male and Female Quarters, Pantry, Lecture Room, Comfort Room, and Conference Room.
