PEÑABLANCA, CAGAYAN – In support to the implementation of Executive Order No. 70 in the grassroots level, the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) expressed ironclad support in the crafted enhanced BDPs, as well as the implementation of the programs, projects, and activities contained therein during the 1st Quarter CY 2021 joint meeting held via teleconference.

The DILG, consistent with its role under Executive Order No. 70 andby virtue of DILG Memorandum Circular No. 2020-095 dated 23 June 2020, launched various multi-sector peace and development programs such as the Retooled Community Support Program (RCSP). In implementing the RCSP, the Municipal Governments of Allacapan, Lasam, Lal-lo, Piat, Sto. Nino, and Rizal, DILG Cagayan Provincial Office, and other line agencies jointly conducted several activities such as the barangay immersion and Barangay Development Plan (BDP) enhancement workshop in the ELCAC/RCSP focus barangays in order to determine further the peace and development gaps in the said areas, align the local plans in addressing the same, and provide necessary assistance from concerned government agencies and offices. As a result thereof, the said municipalities have crafted their enhanced BDPs, which reflect the government interventions needed as identified during the barangay immersion.

As embodied in Joint Resolution No. 02 series of 2021, the three bodies requested the municipal governments, Provincial Government of Cagayan, and other concerned agencies to provide technical and financial support to ensure the full implementation of the enhanced BDPs.
