
APRIL 28, 2021, TUGUEGARAO CITY – DILG Region 2 through its project monitoring and evaluation arm, the Regional Project Development and Monitoring Unit (RPDMU) convenes the CY 2021 Support to Barangay Development Program (SBDP) stakeholders on April 28, 2021 to present the structural designs of priority projects under the said program.
This presentation is a sequel to the series of technical review and evaluation that aims to tailor fit all the designs of various projects to the standard requirements of National Government Agencies (NGAs) concerned, like the DOH for the construction of health facilities, DepEd for school buildings, DA for pig pens and goat shed, the DPWH for road construction and NEA thru Cagayan Electric Cooperative for electrical power connection.
DILG Regional Director Jonathan Paul M. Leusen Jr. in his message, gave some updates on the nearing implementation of SDBP while encouraging the local chief executives to strengthen and continue their firm support to the SBDP and other programs of the NTF-ELCAC. The presentation of structural designs unified the interventions of NGAs and solidified its partnership with the implementing local unit which is the Provincial Government of Cagayan and its end-users in the barangay level.
In his response, Governor Manuel N. Mamba, amplified his unwavering commitment and pledge to the SBDP implementation and said, “We shall remain committed to support the SBDP and anti-insurgency programs of the national government until we fully accomplish its desired objectives”.
Despite the recent calls to defund or realign NTF-ELCAC funds, Dir. Rene Valera, head of Localization of EO 70 – PMO, said that the Special Allotment Release Order (SARO)was already issued by the DBM, hence, ensures the steadfast download of funds amounting to 120 million pesos for the six (6) identified barangays in Cagayan. Being the pilot recipients, in his calming words, Dir. Valera challenged the stakeholders by telling that, “Our beneficiaries for this year must give their best in the implementation of SBDP because your success will sustain the program in the forthcoming years.”
As a luminary expert in planning, DILG Provincial Director Ruperto B. Maribbay, Jr., underscored the importance of complying with the required documents and certification before the construction of projects, primordially on securing the Deed of Donation of all affected land owners to avoid issues on land ownership and road right of way. Furthermore, PD Maribbay advised PLGU Cagayan to legally execute the deeds with concerned individuals as soon as possible.
The SBDP Technical working Group (TWG) and concerned LGUs vowed to follow through with the agreements made and are expected to meet on June 2021 to check on the assigned accomplishments. (SOURCE: PEO III DONNE ANGELO C. OÑATE)
