PROVINCE OF CAGAYAN – The DILG Cagayan Provincial Office, in coordination with the provincial local government unit, verified proposed projects under the Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) in eighteen (18) barangays in the municipalities of Allacapan, Baggao, Lasam, Lallo, Rizal and Sto. Niño on January 13-14 and January 17-20, 2022.

The validation and consultation are preparatory activities for the implementation of the support program in the province. The validation team was composed of the DILG Provincial Project Development Management Unit, LGOO VII Ricardo Torrado, LGOO VII Cristina B. Somera, and the respective Municipal Local Government Operations Officers (MLGOOs) of the concerned LGUs, and representatives from the Provincial Government of Cagayan.

The SBDP is a flagship program of the DILG, and an offshoot of Executive Order No. 70, which aims to achieve inclusive and sustainable peace and development by ending local communist armed conflict through a whole-of-nation approach. It provides funding to priority projects and programs to communities previously infiltrated by the Communist Terrorist Group (CTGs). Each identified barangay is a recipient of four million pesos (Php 4 million) worth of projects.

These barangays were declared CTG free thru the conduct of a Community Support Program (CSP) by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP). Endorsed barangays underwent Retooled Community Support Program (RCSP); the RCSP is a mechanism for barangays to identify issues and the appropriate intervention of the government. After the RCSP, barangays shall identify projects for funding through the community, stakeholders, and other national government agencies.

The National Government allocated seventy-two million pesos (Php 72 million) to implement SBDP in the Province of Cagayan. Among the twenty (22) identified infrastructure projects, thirteen (13) were for upgrading and construction of farm-to-market roads, three (3) for construction of health station, two (2) for rural electrification, and four (4) for the construction and improvement of the water system.
