PROVINCE OF CAGAYAN – The Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC), in partnership with the Office of the Cabinet Officer for Regional Development and Security (CORDS), Secretary Silverstre H. Bello, and DILG Region 02, headed by Regional Director Jonathan Paul M. Leusen Jr., led the conduct of the Summing Up for FY 2018-2021 on February 04, 2022 at the Cagayan Provincial Capitol Commissary.

In an opening message, Secretary Bello gave an advance compliment to JRTF2 and commended all clusters for their accomplishments and support to EO 70.

“This attests to the dedication and support and cooperation among all member agencies in the region,” he said.

Atty. Ma. Rosario Mamba-Villaflor also spoke in behalf of Governor Manuel N. Mamba, who was not present during the event. She praised the collective efforts of the local task forces in the implementation and operationalization of EO 70 in their respective areas. She also expressed her optimism that the same will continue even beyond the term of the present administration.

Each cluster was given the opportunity to present their accomplishments, challenges in project implementations as well as their plans and ways forward through their respective cluster heads.

An open forum also ensued were issues, concerns, and clarification on the accomplishments were raised and recommendations were provided by member agencies present, including those from the National Task Force.

Concluding the event, NTF-ELCAC Vice-Chairman, Sec. Hermogenes Esperon Jr., lauded both regional and local task forces for their efforts towards ending insurgency and he urged all members and stakeholders to stay dedicated and carry-on, to finally put an end to the 54-year old insurgency problem in the country.

The summing-up activity was attended by heads and members of the regional task force, national cluster heads, directors and officers from the National Task Force, and local chief executives of cities and municipalities in Region 02. It was conducted in a blended manner, a combination of limited face-to-face and online video teleconferencing, and was hosted by the Provincial Government of Cagayan.
