
TUGUEGARAO CITY, CAGAYAN – On October 20, 2023, DILG R2 through the Local Government Capability Development Division (LGCDD) launched the Triumph 2.0 Coffee Table Book and Project #Tiwala at Crown Pavilion.
Together with partner agencies and the academe, the coffee table book launching serves as a testament to the extraordinary triumphs at the height of the COVID-19 pandemic in the Cagayan Valley region. It narrates the outstanding efforts and innovative strategies employed by the LGUs in Cagayan Valley, the public servants who went above and beyond the call of duty, exemplifying the spirit of Bayanihan, and the indomitable spirit of the people demonstrated by their resilience, unity and hope and triumph.
In his opening Message, DILG Asst. Regional Director Elpidio A. Durwin highlighted the LGRRC as a functional resource center in the region operating as a centralized knowledge bank that readily provides information which prompted the publishing of Triumph 2.0
“…May we find stories of hope and resilience behind this book. Let it be a reminder that when people share one passionate heart of service, the obstacles that are hurdled and the accomplishments achieved are magnificent,” he said.

Meanwhile, DILG Regional Director Agnes A. De Leon introduced the guest and keynote speaker to the activity, DILG Undersecretary Marlo L. Iringan, where she personally thanked the former for taking the time off to attend the activity.
Usec. Iringan, during his keynote speech, commended DILG R2 for coming up with the book Triumph 2.0. He also recognized the efforts of all Local Government Units in the region, from the Provincial level down to the Barangays, in curbing the COVID-19 and implementing all measures and policies of the government during the pandemic.
“The LGUs did the hard work. And indeed, the worst of times bring out the best in men,” the Undersecretary said.
He also thanked the partner agencies while urging them to remain steadfast as the DILG is most certainly looking forward to more substantive collaborations with all of them in the future.

On the other hand, LGCDD OIC-Division Chief, Elsbeth T. Maralli gave an overview of Triumph 2.0 and Project #Tiwala, where she emphasized the need for the concerted efforts and buy-in from all stakeholders to fully achieve the objectives these programs are set out in the first place. While Asst. Division Chief, Liberty Barcena delved further into Project #Tiwala, which stands for Teenage-pregnancy Interventions Focusing on the Welfare, Awareness and Developing Life skills and Appropriate behaviors. A product of the LGRRC, the project consists of a series of interventions which include Forums on Teenage pregnancy in different schools in the region targeting adolescents and middle school students with the end goal of reducing and eventually curbing the incidence of teenage pregnancy in the region.

Testimonials from participating schools and agencies were given by their respective representatives, followed by the recitation of the pledge of commitment, signaling the conclusion of the activity.
