SUBIC, ZAMBALES –Functionaries from the select Local Government Units (LGUs) across the region joined the Orientation on Operation Listo: Disaster Preparedness Manuals for LGUs, facilitated by the Department of the Interior and Local Government Regional Office 02 on November 08-10, 2023 at Vista Marina, Subic, Zambales.

Conducted through the initiative of the Local Government Capability Development Division (LGCDD), DILG R2 partnered with the Department of Science and Technology (DOST), Office of the Civil Defense (OCD), and DOST-PAGASA to orient the target participants on the Listo Preparedness Manuals, which was crafted to mitigate risks and exposures to hazards while emphasizing the vital role of LGUs in disaster preparedness and management.

Addressing the participants, which were composed of local Chiefs of Police, BFP-Fire Marshalls, Municipal Disaster Risk Reduction and Management Officers (MDRRMOs), Municipal Social Welfare and Development Officers (MSWDOs), and the Municipal Local Government Operations Officers (MLGOOs), Regional Director Agnes A. De Leon emphasized the need to learn or re-learn all the basics when it comes to disaster preparedness, mitigation. She also stressed that by familiarizing themselves with these manuals, they will be adept with a uniform and standard guide in case disasters will hit their localities.

LGCDD Chief Elsbeth T. Maralli gave an overview of the activity and formally started the presentation of the different preparedness manuals. Meanwhile, invited resource speakers from other agencies also discussed the different topics focusing on hydrometeorological, geological, volcanic, and tsunami hazards. These sessions were also coupled with a review of the checklists on minimum and critical preparedness actions, which were spread throughout the three-day program.

Dynamic participation from the audience was also elicited during the activity when the training management asked to them to participate in the 4th Quarter National Earthquake drill and to come up with an updated checklist of their preparedness measures under the Typhoon category. This was purposely selected, it being the most common type of disaster experienced by all participants and will serve as basis for the provision of future technical assistance by the Department.
