SUBIC BAY FREEPORT ZONE – Local Chief Executives (LCEs) from the different Local Government Units (LGUs) in the Cagayan Valley region attend the Executive Course on Incident Command System (ICS) on November 16-17, 2023 at Vista Marina, Subic, Zambales.

 The two-day training course was funded by the Local Government Academy (LGA) and facilitated by the Department of the Interior and Local Government Regional Office 02 through its Local Government Capability Development Division (LGCDD), with support from the Office of the Civil Defense (OCD) Region 2, headed by Director Leon DG Rafael.

In her welcome message, DILG Regional Director Agnes A. De Leon, highlighted the importance and willingness of the LCEs in undergoing this type of training for speedy and orderly disaster response, should disaster strike their localities.

“When you make a difference in a person’s life, you not only impact their life but also that of everyone that are influenced by them, throughout their lifetime. No act is ever too small,” she said.

She also praised the LCEs present for their commitment to good local governance as this is already an advanced compliance to the proposed requirement of the 2024 Seal of Good Local Governance, that LDRRMC Chairs should undergo ICS training under the disaster preparedness area.

A pool of subject matter experts and trainers belonging to the ICS national cadre are tapped as resource speakers. They are (Ret) Coast Guard Commodore – Fran F. Eden, DRRM Consultant – Dr. Joseph B. Bacareza and Civil Defense Officer IV – Ronal L. Villa, and they are to present the five (5) component modules of the course, ranging from the introduction to ICS, to organization and staffing, facilities, common responsibilities, and events or incident management.

The module lectures are also supplemented by interactive exercises to engage the participants’ attention and retention of the materials presented, while fostering collaboration and communication.

Under Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act, the Office of Civil Defense has been tasked to formulate standard operating procedures for coordination through the ICS.

ICS is a standard on-scene, all-hazard incident management concept that can be used by all response groups. It allows users to adopt an integrated organizational structure for response, and DILG R2 hopes that concepts and information learned by the LCEs during this ICS training will come in handy and will be applied in their respective LGUs should the need arise.
