ALFONSO CASTAÑEDA, NUEVA VIZCAYA – The Local Government Unit (LGU) of Alfonso Castañeda, Nueva Vizcaya, marked a significant milestone with the inauguration and turnover of three key projects funded under the Local Government Support Fund (LGSF) by the Department of the Interior and Local Government Unit (DILG) last January 18, 2024.

Lublub.

The inauguration and turnover ceremony, held at the Sangguniang Bayan Session Hall, was attended by DILG Nueva Vizcaya Provincial Director Catherine G. Allam-Miranda, Cluster Head Rodney L. Jallorina, MLGOO Jayson R. Fajardo, and representatives from the Regional and Provincial Project Development and Monitoring Units (PDMU) of DILG Region 2 and DILG Nueva Vizcaya.

Two out of the three LGSF projects, namely the Farm-to-Market Road Concreting at Purok 7 and Purok 10 in Barangay Lublub, were financed through the FY 2022 Support to the Barangay Development Program (SBDP). The Priority Projects for Health and Medical Programs (Medical Supplies and Equipment) were acquired through the FY 2022 Financial Assistance to Local Government Units (FALGU). The concreted farm-to-market road at Purok 7 spans a total of 190 meters, while the concreted farm-to-market road at Purok 10 spans a total of 192 meters, with the LGU providing a counterpart for the construction of slope protection.

In a message conveyed by representatives of the RPDMU, Regional Director Agnes A. De Leon commended the Provincial Government of Nueva Vizcaya for achieving insurgency-free status. She expressed that this accomplishment was a result of collaborative efforts and a strong partnership between the Provincial Government, LGUs like Alfonso Castañeda, and its constituents. RD De Leon emphasized, “The LGSF-inaugurated projects serve as testaments that the residents of Alfonso Castañeda are working together with the government for the progress of your hometown and province. Projects like these demonstrate the government’s commitment to the welfare of our citizens.”

She credited the officials and functionaries for their strong partnerships in implementing effective governance over the municipality and the excellent implementation and completion of the three projects.

Mayor Capia-ao expressed gratitude to the DILG for the financial grants provided to their municipality. He also expressed hope that National Government Agencies, such as the DILG, will continue to provide financial grants, ensuring sustained progress and development for the welfare of his constituents.

Farmers like Bernard E. Bilag, a resident of Purok 7, Brgy. Lublub, stated that the concreted road has eased the transport of their agricultural produce to and from his garden. He expressed gratitude to the DILG and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for providing funding for the concreting of the road in their community. He also mentioned that since the road was concreted, residents, particularly learners, no longer need to carry their slippers as they traverse muddy roads going to school.

Albert Banosan, a farmer and resident of Purok 10, Brgy. Lublub, stated that the improved road in their area has brought significant positive impacts to residents like him. He hopes that government agencies, such as the DILG, will continue to provide infrastructure projects to their community. He wishes that these transformative infrastructures will continue to be granted in their municipality for other residents to see how the government cares for the welfare of often neglected residents like him.

Meanwhile, Annie C. Bawayan, Municipal Health Officer of LGU Alfonso Castañeda, expressed that the medical supplies and equipment procured through FALGU 2022 will benefit the municipality, given that their LGU is the southernmost part of the region. She explained that the nearest tertiary hospital in Nueva Vizcaya and the region, the Region II Trauma and Medical Center, takes about three to four hours to travel from their municipality and about two hours to the nearest hospital in Nueva Ecija. She emphasized the importance of health services in their community, stating that a little delay in the delivery of health services can have serious consequences and is tantamount to several negative outcomes. Dr. Bawayan added, “It is quite timely that the financial grant provided to the LGU through FALGU 2022 is here to provide for the equipment that we need to deliver health services to our community, considering that our Rural Health Unit also caters to neighboring barangays in the provinces of Aurora and Nueva Ecija.”

The Local Government Unit of Alfonso Castañeda, Nueva Vizcaya, is located at the southernmost tip of Region 2, with a total population of 8,744.
