NAGTIPUNAN, QUIRINO - The Local Government Unit (LGU) of Nagtipunan, Quirino celebrated the completion of Local Government Support Fund – Support to the Barangay Development Program (LGSF-SBDP) projects in six barangays through an Inauguration and Turnover Ceremony last January 30, 2024.

The ribbon-cutting ceremony commenced at Barangay Dissimungal, where a 428-meter concreted farm-to-market road, equipped with a 610 mm diameter Reinforced Concrete Pipe Culvert (RCPC) and stone masonry, was made possible through the FY 2022 LGSF-SBDP. The ceremony continued at Barangay Sangbay, where Purok 1 and Purok 2 received concreted farm-to-market roads covering a total length of 450 meters, also funded by the FY 2022 LGSF-SBDP.

Other completed FY 2022 LGSF-SBDP projects in Nagtipunan include: Concreting of a 424-meter farm-to-market road at Barangay Anak with canal lining on one side; concreting of a 400-meter farm-to-market road at Barangay Landingan with a 610 mm diameter RCPC and stone masonry; opening and concreting of a 184-meter road at Sitio Penippagan, Wasid; opening and concreting of a 200-meter road at Sitio Tapgak, Wasid; and the construction of a Level II Potable Water System at Barangay San Ramos to provide safe water and prevent waterborne diseases.

The Inauguration and Turnover Ceremony were attended by the Department of the Interior and Local Government (DILG) Regional Office 2 and Quirino Provincial Office, led by Regional Director Agnes A. De Leon and OIC Provincial Director Karen Joy C. Pablico-Castro, along with Mayor Noel Tataro Lim of LGU Nagtipunan, officials, functionaries, Local Project Monitoring Committee (LPMC) members, barangay officials, and residents. The National Intelligence Coordinating Agency (NICA) Region 2 and the 86th Infantry Battalion (IB) of the Philippine Army, represented by Regional Director Plormelinda P. Olet and Lt Col Empizo W. Angalao, also participated.

RD De Leon expressed that she is keen on imparting the knowledge she have gained during her stint as Provincial Director and Assistant Regional Director in Region 1 now that she has been promoted and transferred as Regional Director in her home region.

During the ceremony, RD De Leon emphasized the importance of accessibility for Nagtipunan's development, encouraging residents to support Mayor Lim in creating sustainable projects for the municipality. She mentioned that although the LGU did not receive funding via SBDP, they could avail the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) through congressional insertions. She also mentioned that when she got the chance to be promoted and transferred as Regional Director to her home region, she was keen to share the knowledge she gained during her time in Region 1, especially with her home province of Quirino.

Lt Col Empizo W. Angalao, Commanding Officer of the 86th IB, highlighted that the ceremony symbolized solidarity among National Government Agencies, demonstrating support for the LGU in making public services more accessible to communities in need.

Mayor Lim stated that their municipality feels privileged to be chosen among the selected LGUs in the entire country for SBDP projects, especially since their LGU encompasses 52% of the total land mass of the entire Province of Quirino. He also encouraged all constituents and barangay officials present to support the LGU in providing necessary government services to Nagtipunan residents. He expressed his desire to make Nagtipunan a model LGU for Quirino and the entire country. Mayor Lim extended gratitude to all National Government Agencies involved in the success of the whole-of-nation approach of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The Barangay Captains of Anak, Dissimungal, Landingan, Sangbay, San Ramos, and Wasid thanked the NTF-ELCAC for the projects granted to their barangays through the SBDP. Each barangay captain shared how the projects have reduced travel time and improved the transport of agricultural products. They also expressed the desire for continuous financial grants for their barangays and Nagtipunan as a whole, aiming to consistently improve the lives of residents, especially those in remote areas with limited mobility and access to safe and potable water.

Following the Inauguration and Turnover Ceremony, RD De Leon inspected the 865-meter farm-to-market to slaughter access road at Purok 7, Dipantan, Nagtipunan, Quirino. The project which was funded through the 2023 LGSF-FALGU, were inspected by representatives from the Regional Project Development and Management Unit (RPDMU) and Quirino PO personnel, along with LGU officials, barangay officials, and LPMC members.
