
Cabarroguis, Quirino, February 8, 2024 – With the issuance of guidelines on the conduct of the Child-Friendly Local Governance Audit (CFLGA) using the Seal of Child-Friendly Local Governance Knowledge Management System (SCFLG-KMS), the DILG Quirino, in collaboration with the Provincial Government of Quirino, conducted the Provincial Reorientation on the guidelines on the conduct of CFLGA at the Quirino Watersports Complex, San Marcos, Cabarroguis, Quirino.
The said activity aimed to orient and update the members of the Provincial and Municipal Inter-Agency Monitoring Task Force (P/MIMTF) on their roles in the monitoring and validation of submission of reports and requirements and ensure their commitment in the audit implementation. They were oriented on the guidelines, indicators and timeline of activities by LGOO V Jasmin O. Aresta, Regional Focal Person.

Ms. Mary Joy T. Mamauag, Regional Coordinator, Regional Sub-Committee of the Council for the Welfare of Children, walked through the participants in the SCFLG-KMS – which automates the CFLGA and serves as a repository of data and information. Also, to maximize the presence of the P/MIMTF, Ms. Mamauag discussed and emphasized the importance of the four (4) legacies of children. These include a) Local Development Plan for Children, b) Local Investment Program for Children, c) Local Code for Children, and d) Local State of Children Report.
Meanwhile, LGOO V Carolyn C. Mateo, CFLGA Provincial Focal Person, presented the various observations during the CFLGA Provincial Validation held last year. She then reminded the participants to be mindful of data encoding in the system to avoid inconsistencies. Hence, the presence of the Provincial IMTF was also an opportune time for levelling off concerning the data and MOVs that should be provided.

In her closing message, OIC-Provincial Director Karen Joy C. Pablico-Castro, CESE expressed her gratitude to the Provincial Government of Quirino for supporting the Provincial Reorientation. She hoped that the activity will help the IMTF members on the CFLGA implementation since LGUs that will pass the CFLGA will be conferred with the Seal of Child-Friendly Local Governance (SCFLG) by the CWC Board which is also a requirement for the Seal of Good Local Governance (SGLG).
The activity was also attended by Cluster Head Michael E. Camacam, Program Manager Blessing Grace G. Sagun, LGOO II John Lambert A. Pascual and LGOO II Ranielle Pauline D. Delos Reyes.
