
[Tuguegarao City, Cagayan, February 16, 2024] – The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) for Region 2 convened today at the Negosyo Center of the Department of Trade and Industry (DTI) Regional Office 2, in Tuguegarao City. Presided over by Undersecretary Ana Carolina Sanchez, the designated representative of the Cabinet Officer for Regional Development and Security for Region 2, Secretary Alfredo Pascual of the Department of Trade and Industry, the meeting brought together key stakeholders to address critical issues affecting the region.
The meeting was attended by various cluster heads, member agencies, and provincial local government units, demonstrating a collective commitment to promoting peace, development, and security in the region.
Key topics discussed during the meeting included:
- Orientation for Government Executives: The National Intelligence Coordinating Agency (NICA) delivered a comprehensive orientation for government executives, providing valuable insights into intelligence coordination and enhancing the understanding of key security challenges in the region.
- Insurgency Situation of the Region: The 5th Infantry Division of the Philippine Army presented an in-depth analysis of the insurgency situation in Region 2. This presentation aimed to foster a better understanding of the security landscape and strategies to address challenges related to local communist armed conflict.
- Economic Situation of the Region: The National Economic Development Authority (NEDA) provided an overview of the economic situation in Region 2. This presentation highlighted key indicators, challenges, and potential opportunities for economic development, aligning with the task force's mission to address the root causes of insurgency.
- Accomplishments of the RTF-ELCAC: The National Economic Development Authority (NEDA) also presented the accomplishments of the RTF-ELCAC, showcasing the progress made in implementing programs and initiatives aimed at ending local communist armed conflict. These accomplishments underscored the task force's commitment to achieving sustainable peace and development in the region.
Undersecretary Ana Carolina Sanchez commended Region 2 and expressed gratitude for the active participation of all stakeholders and emphasized the importance of collaboration in addressing the multifaceted challenges faced by the region for the achievement of a lasting peace and development. DTI Assistant Regional Director highlighted the significant impact of the Secretary's appointment as the Cabinet Officer for Regional Development and Security (CORDS) and DTI's role as the Head of the Technical Working Group within the RTF-ELCAC. The Assistant Regional Director underscored that these designations position the agency strategically to actively contribute to the task force's objectives. With a focus on job creation, income augmentation, and generation, as well as consumer empowerment, the DTI is poised to fulfill its mandate effectively, playing a vital role in advancing the broader goals of the RTF-ELCAC. This collaborative effort aims to not only address security concerns but also to stimulate economic growth and empower individuals and communities within Region 2.
