
SAN MANUEL, ISABELA – The Local Government Unit (LGU) of San Manuel celebrated the inauguration of its Material Recovery Facility (MRF), the first project funded by the Seal of Good Local Governance Incentive Fund (SGLG-IF) in the municipality, on September 24, 2024, in Barangay Eden.
The MRF will complement the Sanitary Landfill Facility (SLF), which was also inaugurated on the same day. Together, these facilities will enhance the municipality's waste management capabilities.
The event was graced by the Department of the Interior and Local Government (DILG) Regional Director Agnes A. De Leon, Isabela Provincial Director Corazon D. Toribio, OIC-Cluster Head Karla Bernadette Aldea-Rollan, MLGOO Michaelle M. Aquino, and representatives from the Regional and Provincial Project Development and Management Unit (R/PPDMU). Local officials, led by Mayor Faustino U. Dy IV, along with functionaries and representatives from the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP), actively supported the inauguration.
In her speech, Regional Director De Leon emphasized the significance of utilizing the incentive fund for the MRF's construction, highlighting the dedication to environmental protection and the health of the community. She also encouraged the LGU to plant trees in the surrounding area as part of the government’s ongoing climate change mitigation initiatives.
Provincial Director Toribio echoed De Leon's message, underscoring that receiving the incentive fund is secondary to earning the Seal of Good Local Governance. She urged the LGU to sustain its efforts in maintaining excellent and efficient public service for the people of San Manuel, reminding them not to rest on their laurels.
Mayor Dy IV expressed his gratitude to the DILG for its continuous support and shared that the receipt of the incentive fund coincided with the construction of the SLF. He explained that the MRF became a crucial addition, particularly during the pandemic, when the need to create additional income for the LGU through improved waste management became evident.
The Seal of Good Local Governance (SGLG) is an award, incentive, honor, and recognition-based program for all LGUs, promoting continuous improvement in performance across nine governance areas, as outlined in Republic Act No. 11292.
