CABARROGUIS, QUIRINO – The Provincial Government of Quirino (PGQ), an eight-time recipient of the prestigious Seal of Good Local Governance (SGLG) award, celebrated the completion of its FY 2022 and FY 2023 Seal of Good Local Governance Incentive Fund (SGLGIF) projects on March 5, 2025, at the Quirino Watersports Complex.

The inauguration ceremony was attended by Department of the Interior and Local Government (DILG) Regional Director Agnes A. De Leon, Quirino OIC-Provincial Director Karen Joy C. Pablico-Castro, and representatives from the Regional and Provincial Project Development and Management Unit (PDMU). Representing Governor Dakila Carlo E. Cua, Vice Governor Julius Caesar S. Vaquilar was joined by Board Member Babylyn Reyes, Provincial Administrator Carmelita B. Jimenez, and other provincial officials and functionaries.

A simple ribbon-cutting ceremony was held at the Quirino Province Sports Tourism Complex to inaugurate the FY 2022 SGLGIF project. The incentive fund, amounting to PhP 9,500,000.00, was utilized for the improvement of the pathway and promenade.

Following this, the attendees proceeded to the ribbon-cutting and unveiling of the marker for the FY 2023 SGLGIF project, titled "Construction of Slope Protection along the Road from COA Building to CFFQI Building." This project, amounting to PhP 4,000,000.00, is expected to benefit a total of 101,914 individuals, including local and foreign tourists visiting the Province of Quirino.

In her message, RD De Leon commended PGQ for its consistent commitment to excellent governance, being one of the few LGUs to pass the SGLG assessment for eight consecutive years. She also addressed concerns raised by PA Jimenez regarding the new guidelines announced by Secretary of the Interior and Local Government Juanito Victor C. Remulla during the 2024 SGLG National Awarding Ceremony last December.

Speaking on behalf of Governor Cua, PA Jimenez expressed gratitude to the DILG for its continuous support and assistance, emphasizing the department’s role as a steadfast partner in PGQ’s success as a consistent SGLG awardee. She further stated that PGQ remains confident in its LGU programs, particularly in meeting the revised assessment criteria of the SGLG. Additionally, she highlighted that the SGLGIF serves as a testament to LGUs' commitment to improving services for their constituents, as reflected in the increasing number of LGUs receiving the prestigious award.

 Both projects are expected to benefit 101,914 individuals, including local and foreign tourists, enhancing the province’s infrastructure and tourism appeal.
