
CABARROGUIS, QUIRINO, March 11, 2025 --- The Lupong Tagapamayapa Incentives Awards (LTIA) Provincial Awards Committee (PAC) convened on March 11, 2025 at the DILG Conference Hall, Capitol Hills, San Marcos, Cabarroguis, Quirino for the 2025 LTIA Provincial Assessment.
After the usual preliminaries, PM Blessing Grace G. Sagun thanked the PAC for their presence. She likewise underscored the importance of their inputs and recommendations during the assessment for the improvement of all Lupong Tagapamayapa. Hence, to make the assessment more interactive, she encouraged everyone to openly give their insights on the Katarungang Pambarangay (KP).
Meanwhile, LGOO V Carolyn C. Mateo discussed briefly the criteria considered in the assessment, namely: (1) Efficiency in Operation, (2) Effectiveness in Securing the Settlement, (3) Creativity and Resourcefulness, (4) Area or Facility, and (5) Financial or Non-Financial Support.
After which, the assessment proper proceeded where Lupon entries were evaluated based on the available documents. The entries were categorized based on the income classification of their respective municipalities, to wit: 1st Class Municipality, 2nd Class Municipality, 3rd Class Municipality, and 5th Class Municipality. Further, the means of verification reviewed were sourced from 2024 Performance Year.
Meanwhile, OIC-Provincial Director Karen Joy C. Pablico-Castro, PAC Chairperson expressed her gratitude to the PAC for their relentless support to different programs promoting KP, especially the LTIA assessment. As she ended her message, OIC-PD Castro believed that this kind of assessment will serve as an avenue to introduce improvements in the implementation of the KP to barangays.
As a result, the PAC came up with the findings which will be cascaded to the Lupon.
Present during the assessment were DOJ Associate Provincial Prosecutor Atty. Dennis P. Feliciano, PAC Vice Chairperson, and PLTCOL Ernesto B Duque, Jr., Mr. Jeffrey D. Japson, LNB Provincial President Romel G. Torres, and Provincial Agriculture and Fisheries Council Executive Chairperson Bernardo T. Soriano, PAC members.
Also present to provide assistance were LGOO II Deanna Kyra M. Francia and ISA Rociel Mari R. Roces.
The LTIA is an annual search which recognizes the outstanding Lupons that demonstrated exemplary performance in settling disputes at the barangay level.
