TUGUEGARAO CITY, CAGAYAN – During the 3rd Cycle of the Legal Education and Policy Discussion with DILG Officers (LEAD with DILG) initiative held on March 4, 2021, Cagayan Field Officers discussed the provisions of DILG Memorandum Circular No. 2020-153 and formulated a provincial mechanism to capacitate LGUs on protecting the rights of refugees, asylum seekers, and stateless persons – collectively termed as Persons of Concern.
